BCBS MSP (Medicare Secondary Payer) Reporting Request

Hi everyone, BCBS has started emailing all of its clients about this annual reporting requirement.  We’ve gotten a few questions about this, so we wanted to get a communication sent out to everyone to talk through what this is, why they are asking, the importance (yes, this is important), etc.

Is this required?

First and foremost, yes, this needs to get handled. It takes less than 3 or 4 minutes, and we’re happy to help, but we would need certain pieces of information from you to be able to submit. It honestly would take about the same amount of time for someone to send us the information as it would to go in and submit directly to BCBS, but like all of the other reporting requirements, we’re more than happy to help.

What is this for?

This is another level of reporting that needs to be responded to and can have negative impacts on your plan, employees, and claims if this information is not reported properly or not reported at all.  

The information that you submit will dictate if your company is eligible for COBRA or not, as well as how they will pay claims for anyone on your plan who has Medicare coverage.  BCBS does NOT collect this information at renewal like most other insurance companies; they reach out to all of their clients each summer and request the info at that time, which is what is happening now.

What is the deadline?

The BCBS portal is open now and will be open through 9/8/25. We recommend getting this knocked out now and not waiting until the final deadline. There have always been website issues in the last few days of the reporting periods as servers get overloaded due to most people waiting until the last minute.

How do we submit the data?

You or whoever in your company has access to the BCBS employer portal can easily get this data submitted in a few minutes. Outlined below are instructions on where you would need to go to be able to submit this information. IF you would like us to handle it, please send us the answers to the following questions, and we will be happy to log in and submit on your behalf.  PLEASE BE ADVISED, there are payroll and tax questions below that we cannot answer as we do not have access to your company’s payroll/tax info. We do have to get this information sent over in order to be able to submit.  

Step 1 – Log in to the employer portal for BCBS of TX here – https://www.bcbstx.com/employer

Step 2 – Navigate to the “Regulatory Data Collection” section and click on the appropriate link – screenshot/highlights below –

Step 3 – In the dropdown, select “View / Update MSP Status” and then click “Go” – screenshot/highlights below – 

Step 4 – Once you click “Go”, you will be taken to the page with the various questions.  Most are “Yes/No”, there is only one that is an open text field and that field needs a number entered as they are asking for the number of employees on your prior year’s tax return.  Screenshot below with all questions and answer areas highlighted.

Once all questions have been answered, you will be able to submit. You just need to enter your name and title, and then you can click submit at the bottom of the page, screenshot below – A screenshot of a computer

Once you submit, you will get a confirmation on the page you are on that looks like the below – 

And you will also be able to see the date submitted back on the main regulatory page if you accidentally click off the submission page and aren’t sure if you submitted or not.  If the submission date is blank, then they have NOT received your data.  The below shows the completion date of 6/19, as I just helped a client get their info submitted.  See below –

Once submitted, you will be done with the BCBS MSP reporting.  This is important to submit to make sure your plan is set up properly and your employees get access to the correct continuation opportunities AND claims are paid properly based on the appropriate Medicare Status.  Please let us know what we can do to help with this requirement.
